Strategic Partnership Signed Between China Urban Construction Design & Research Institute Co., Ltd. and Terra Phoenix Group of Companies

On 28 May, a strategic memorandum of understanding (MoU) was signed between China Urban Construction Design & Research Institute Co., Ltd. (hereinafter “CUCD”) and Malaysia-based Terra Phoenix Group of Companies (hereinafter “Terra Phoenix”). The agreement was formalised during a meeting between Mr Zhao Wenbin, Deputy Party Secretary and General Manager of CUCD, and Professor Dr Tan Ching Seong, Founder of Terra Phoenix, marking the beginning of a deeper strategic collaboration.

During the meeting, Mr Zhao extended a warm welcome to Professor Tan and highlighted CUCD’s mission as a comprehensive service provider for urban and rural ecological civilisation construction. He shared that CUCD operates under the guidance of Xi Jinping’s Thought on Ecological Civilisation and is dedicated to advancing China National Building Materials Group’s “Three Innovations and Two Transformations” strategy. The company focuses on two core business directions: “governance of the deficient” and “construction of the beautiful”, with the central theme of “infusing green initiatives”. By innovatively transforming resources into assets, assets into financial instruments, finance into capital, and capital into actionable projects, CUCD delivers end-to-end integrated solutions from strategic vision to practical implementation.

Mr Zhao affirmed that CUCD would continue to leverage its technological strengths to offer high-quality solutions in green asset-driven EOD (Ecology-Oriented Development) models, urban regeneration, and the development of harmonious and beautiful villages — not just domestically, but also for international partners.

Professor Tan introduced Terra Phoenix’s core business areas and its global expansion strategy. He commended CUCD’s dual-engine model that combines technological innovation with engineering execution. Professor Tan emphasised the strong complementarity between CUCD’s technical expertise in EOD and solid waste resource recovery and Terra Phoenix’s market networks. He expressed keen interest in leveraging the strengths of both organisations for in-depth cooperation across future domestic and international projects.

The discussion included a deep dive into potential joint ventures, with both parties agreeing to collaborate across multiple sectors, including urban planning, municipal infrastructure design, environmental pollution management, ecological landscape planning, solid waste resource recovery, and consultancy services for international financial organisation projects.

The signing of the strategic cooperation agreement marks a significant step forward for both institutions. It signifies a shared commitment to joint development in the fields of ecological protection, urban renewal, and international project execution. Together, CUCD and Terra Phoenix aim to set new benchmarks in green and sustainable development, contributing meaningfully to global ecological civilisation.


The meeting was attended by several key representatives from CUCD, both in person and virtually. These included Mr Li Zhenpeng, Director of the Corporate Development and Operations Centre; Ms Liu Lin, President of the Third Architectural Design and Research Institute; Ms He Min, President of the Institute of Land and Ecological Environment Construction; Mr Tang Bing, President of the Institute of Water Ecology and Green Development; Mr He Guoyin, President of the Chongqing Branch; and Mr Dong Weiqun, Project Director of the International Consulting Centre.

Terra Phoenix Group of Companies was established in 2016 in Singapore with a research and development team of over 90 people from 18 countries. Its patented application and market coverage extend across several Asian countries and regions including Singapore, Malaysia, China, Thailand and Japan. The Founder of the company, Dr. Tan Ching Seong has been selected as one of the Talent in Shaoxing city, Zhejiang Province. He is a partner to the United Nations Technology Innovation Labs, and a professor at Hangzhou Dianzi University. The group currently holds over 50 patented technologies.
