From Corporate Innovation to Community Model: Terra Phoenix Group Invites ADB Experts to Explore Shangyu’s “Hongyan Model”

10 June 2026 – At the invitation of Terra Phoenix Group, Mr. Stefan Rau, Director of the Urban Planning Division at the Asian Development Bank (ADB), and his delegation visited Shangyu District, Shaoxing City. The visit was fully coordinated by Dr. Chen Qingxiang, Chairman of Terra Phoenix Group. Nie Xiaohua, General Manager of iCONNECT Shaoxing Telecommunications Pvt. Ltd., participated in the full reception and exchanges, accompanying the delegation on an in-depth field study of the Hongyan Community and urban renewal projects.

This international exchange facilitated by a local environmental technology enterprise demonstrates the global vision and resource integration capacity of Shangyu-based businesses. It also brings the development experience of Hongyan Community onto a professional platform for multilateral cooperation across Asia.

As an urban consultant for the ADB and Chairman of Terra Phoenix Group, Dr. Chen Qingxiang has long committed to introducing cutting-edge international urban development concepts into local practices. He invited Mr. Stefan Rau to Shangyu to secure international evaluation and recommendations for Shangyu’s urban renewal and community development from the ADB’s professional perspective, as well as to showcase innovative grassroots community practices in China to international institutions.

In the afternoon, the delegation first visited Terra Phoenix Group. The Terra Phoenix team delivered an on-site demonstration of the company’s core products covering three major areas: intelligent waste sorting equipment, big data operation cockpit and optical communication systems. The demonstration highlighted the enterprise’s technological strengths in smart environmental protection and digital governance. ADB experts held in-depth discussions with the team on technical specifics of the products.

Integrated Academic Dialogue and On-site Inspection

The delegation then proceeded to the School of Management and Information, Zhejiang College of Construction for exchanges on topics including digital community governance and urban development. The academic dialogue offered new insights and inspirations for community development practices.

Afterwards, Mr. Stefan Rau and his team conducted site visits across key locations within Hongyan Community to examine its planning layout, smart service scenarios and public space development. The refined practices implemented in Hongyan Community, ranging from age-friendly facilities and low-carbon mobility systems to the community digital management platform and neighbourhood interaction spaces, drew keen attention from the experts.

Special Presentation Showcases Achievements; “Hongyan Model” Attracts Wide Attention

The visit concluded with a special presentation hosted by Urban Construction Group entitled Development Model and Core Experience of Hongyan Community. The presentation systematically shared innovative practices of the community in top-level design, investment and financing mechanisms, government-enterprise collaboration, and smart operation and maintenance. This marked the first systematic presentation of Hongyan Community’s development experience to a multilateral international financial institution.

Empowering Local Practices with Global Perspectives

Mr. Stefan Rau spoke highly of Hongyan Community’s explorations in inclusive growth, digital governance and green low-carbon development. He noted that Hongyan Community offers replicable community-level solutions for developing cities across Asia, and expressed anticipation for exploring further cooperation opportunities in technical exchange and green finance in the future.

During the exchanges, Dr. Chen Qingxiang commented: “We invite ADB experts to Shangyu to enable international institutions to witness genuine innovation in grassroots urban development in China.
